Mr. McClain began his 21-year law enforcement career with the City of Tampa (FL) Police Department, where he held a wide- variety of investigative assignments, including Undercover Officer with the Street Anti-Crime Unit, Field Training Officer, Delayed Latent Investigations Squad Detective, Economic Crimes Unit Detective, and Dignitary Protection Detective with the agency’s Criminal Intelligence Bureau. Throughout his tenure in law enforcement, Mr. McClain has gained years of experience investigating complex economic crimes cases for the Tampa Police Department, Internal Revenue Service, and United States Secret Service, such as Embezzlement, Identity Theft, Stolen Identity Refund Fraud, Theft of Trade Secrets, Business Email Compromise, Credit Card Skimming, and other Schemes to Defraud. In addition, he has led criminal investigations involving residential and commercial Burglary, Home-Invasion Robbery, Aggravated Stalking, Aggravated Battery, Auto Theft, Kidnappings, Child Abuse, Domestic Violence, Bank Robbery, and countless others.
In 2012, Mr. McClain achieved a significant milestone in his career by becoming the Tampa Police Department’s first-ever Certified Digital Forensic Examiner. This accomplishment paved the way for him to found and develop the Tampa Police Department’s Digital Forensics Unit and Laboratory in 2017. He was instrumental in originating and implementing all processes, policies, procedures, and documents pertaining to the digital forensic triage, collection, extraction, processing, analysis, and reporting of all seized evidence relating to electronic devices.
During his tenure with the Tampa Police Department, Mr. McClain performed digital forensics services for numerous Federal, State, and Local Agencies, including the United States Attorney’s Office – Middle District of Florida, the United States Secret Service (USSS) Tampa Field Office, the Federal Bureau of Investigation’s Human Trafficking Task Force (FBI), the United States Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the United States Department of Homeland Security – National Protection and Programs Directorate, the Florida Department of Law Enforcement, the Central Florida Internet Crimes Against Children Task Force, the City of Temple Terrace Police Department, the City of Clearwater Police Department, the Tampa International Airport (TIA) Police Department, the Hillsborough County (FL) Sheriff’s Office, the Pinellas County (FL) Sheriff’s Office, and the Hillsborough County (FL) State Attorney’s Office.
Throughout his career, Mr. McClain has been responsible for providing sworn testimony concerning digital forensics processes and procedures during depositions and State and Federal trials. He routinely excelled at taking complex technical processes and terminology and relating them to layperson’s terms that could be easily understood and interpreted by all in attendance.
